Outline Plan & Land Use Redesignation


The Westbrook Village Area Redevelopment Plan is designed to accommodate the City’s first underground LRT station halfway along the new West LRT line. The station will be located on City-owned lands which were formerly home to Ernest Manning High School and comprised 13.6 acres.

In order to set the stage for the rest of the redevelopment, the Office of Land Servicing and Housing (OLSH) needed to establish land use districts, define parcels and road standards for the redevelopment. B&A Planning Group worked closely with OLSH and City Administration to develop a detailed set of transit-oriented land use districts, outline plan and road standards which would translate to the entire Westbrook redevelopment area (approximately ±50 acres).

The proposed street network has been designed to reflect the new “roads” and “streets” palette under Calgary’s new Municipal Development Plan. The new palette differentiates between more traditional “roads” which primarily serve long-distance vehicle trips and do not interact with adjacent land uses, and “complete streets”, which serve a broader range of transportation modes and interact with adjacent land uses.

The final product put together for the City by B&A Planning Group includes an outline plan and land use redesignation application providing for the development of a mixed use, higher density activity node at the future Westbrook LRT station site.
