Conceptual Scheme and Land Use Amendment


The Centre Street Church Northwest Campus is a new institutional development in the Bearspaw community of Rocky View County.

On behalf of The Damkar family and The Centre Street Church, B&A Planning Group prepared a Conceptual Scheme and a Land Use Amendment to facilitate the creation of a new community church.

The site occupies a rather unique setting within a rural/urban interface immediately adjacent to the established traditional country residential neighbourhood of Blueride Mountain Estates, the new cluster residential neighbourhood of Watermark at Bearspaw, and the suburban community of Tuscany.

B&A undertook a planning process to maximize the site’s attributes thereby accommodating the client’s intended use as measured by a detailed technical review and a comprehensive community and stakeholder engagement process involving multiple municipal jurisdictions, various community associations and local/area residents.

The plan accommodates a 42,000 ft2 community church with an 800 seat sanctuary, gymnasium, kitchen, meeting rooms and various administrative/office spaces. The plan also provides for the creation of 10 single-family residential lots and a future development area intended to accommodate senior’s housing.

The plan was successfully approved by Rocky View County in 2014.
